The occupants, activities and approval requirements should shape the building from the beginning. Coordinate access equipment with the full path from parking or the existing building. A ramp at one doorway is not a complete site access plan. If a temporary boundary is needed during construction, discuss fencing and gates alongside circulation and emergency access; do not substitute a general construction fence for a program-specific approved enclosure.

Rent, lease or buy for the expected period of use

A temporary renovation may favor a rental arrangement. A stable longer-term program may justify a purchase comparison, provided the building and location are suitable. In either case, include installation, utility work, access, maintenance and eventual removal or reuse in the budget.
